What Belongs in a Strata Common Area Cleaning Specification
Most strata cleaning disputes are not about effort. They are about a specification that never said what was included, so the cleaner and the council are each measuring against a different standard. A specification worth signing states the following for every area.
- Frequency by area, not by site. A lobby, a lift car, a fire stair and a bin room do not need the same attendance. A single site frequency guarantees that something is over serviced and something else is neglected.
- What is periodic and when. Carpet extraction, hard floor treatment, high dusting, light diffusers, garage sweeping and bin chute cleaning are periodic tasks. If they are not scheduled with a month against them, they get argued about instead of done.
- Where the boundary sits. Common property ends somewhere. Balconies, courtyards, storerooms, plant rooms and the letterbox bank each need to be named as in or out.
- Who supplies consumables. Bin liners, washroom consumables and light globes are small costs that cause disproportionate friction when the contract is silent.
- How a defect is reported. The cleaner is in the building more often than anyone else. A specification that asks them to log a broken light, a graffiti tag or a water stain turns an attendance into an inspection.
- What evidence is provided. Attendance records, periodic task completion and a photographic record for periodic work, so the council can verify rather than take it on trust.
